No new analytical studies will be done as part of this evaluation. The project team will review previous Hetch Hetchy restoration and water management replacement reports along with applicable local, state and federal resource plans to provide an objective evaluation of water supply, drought preparedness, water quality, operational flexibility, flood impacts and environmental and energy issues.
The project will include evaluation of the likely costs of relocating water and energy supplies, removal of O'Shaughnessy Dam, increased water treatment, and ecosystem restoration activities for Hetch Hetchy Valley.
Conceptual alternatives to complete restoration of Hetch Hetchy Valley, as well as water and power replacement options will also be explored. An evaluation matrix will be developed to help track the affects of differing combinations of project components, operation objectives, and institutional participation.
The geographical areas to be covered in the study are Hetch Hetchy Valley; SFPUC service areas and the South Bay; and MID/TID service areas and the lower San Joaquin region. Statewide considerations will also be discussed.
The report will identify the necessary next steps for a more comprehensive Hetch Hetchy restoration project including primary objectives, environmental studies, stakeholder issues, public agency roles, and funding options.
During the course of the study, the State will work closely with and get input from the San Francisco Public Utilities Commission, Native American Tribes, National Park Service, parties downstream of Hetch Hetchy that may be affected by this project, and environmental interest groups. The public will have an opportunity to provide input on the review process at a workshop.
